If you’re planning a renovation, extension, or new home in NSW, you’ll almost certainly encounter the requirement for a BASIX certificate. Yet it’s one of the most misunderstood parts of the planning process — homeowners often confuse it with a building permit, an energy rating, or a council approval. This guide explains what BASIX actually is, when it applies, what it requires, and what it means for your project in practical terms.

BASIX stands for Building Sustainability Index, and it’s a NSW Government online tool and policy mechanism established under the State Environmental Planning Policy (Building Sustainability Index: BASIX) 2004. Its purpose is to ensure that new homes and major renovations in NSW meet minimum targets for water consumption, energy efficiency, and thermal comfort.

When Is a BASIX Certificate Required?

A BASIX certificate is required in NSW for:

  • New residential dwellings — any new house, townhouse, villa, or unit in NSW
  • Alterations and additions with a proposed cost of $50,000 or more (since 1 October 2023, the threshold was lowered from $100,000 — check the current NSW Planning website for any updates)
  • Swimming pool additions costing $5,000 or more (separate BASIX assessment)

BASIX does not apply to:

  • Commercial or industrial buildings
  • Residential renovations under the cost threshold
  • Repair and maintenance work

What Does BASIX Actually Assess?

A BASIX assessment evaluates your project against three targets:

1. Water Target

Measures expected potable water consumption compared to the average NSW household baseline. Your project must achieve a water saving target — typically 40% in most of Greater Sydney. This is achieved through measures such as:

  • Rainwater tanks with capacity nominated in the design
  • WELS-rated fixtures (shower heads, taps, toilets)
  • Water-efficient garden irrigation systems
  • Greywater reuse systems (where specified)

2. Energy Target

Measures expected energy consumption for fixed appliances (lighting, hot water, HVAC, pool equipment). Your project must achieve a minimum energy saving target — typically 50% reduction against the NSW baseline. Common compliance measures include:

  • Solar photovoltaic (PV) system
  • Solar hot water or heat pump hot water system
  • LED lighting throughout
  • High-efficiency heating and cooling systems
  • Insulation to walls, roof, and floor

3. Thermal Comfort Target

Measures the home’s passive performance — how well the design keeps occupants comfortable without mechanical heating or cooling. From 1 October 2023, new homes in Greater Sydney must achieve a minimum 7-Star NatHERS energy rating under the National Construction Code (NCC) 2022. This is assessed using thermal simulation software (such as AccuRate or FirstRate). Common compliance strategies include:

  • Window size and orientation relative to sun path
  • External shading (eaves, awnings, pergolas)
  • Insulation R-values in walls, ceiling, and floor
  • Thermal mass (concrete slab, brick veneer internal mass)
  • Draught sealing

How Do You Get a BASIX Certificate?

A BASIX certificate is generated through the NSW Government’s online BASIX tool at basix.nsw.gov.au. The process:

  1. Your architect, building designer, or BASIX assessor enters the proposed design details into the BASIX tool — including floor area, glazing areas, insulation specifications, hot water system type, and any nominated water or energy features
  2. The tool calculates your performance against each target in real time
  3. Once all three targets are met, a BASIX certificate is generated and signed
  4. The signed certificate must be attached to your CDC or DA application
  5. The commitments made in the BASIX certificate (specific insulation values, rainwater tank capacity, solar system size, etc.) become legally binding conditions of consent — inspectors will check these during and after construction

Who Can Prepare a BASIX Certificate?

Anyone can use the BASIX tool — it doesn’t require a specific licence. In practice, BASIX assessments are typically prepared by:

  • The project architect or building designer as part of their documentation scope
  • A dedicated BASIX or energy assessor engaged separately
  • Some builders include BASIX preparation in their design-build package

A BASIX certificate for a straightforward renovation or extension typically costs $300–$800 if engaged separately. Complex custom homes with custom thermal simulation may cost $1,000–$2,500.

BASIX and the 7-Star NatHERS Requirement

Since 1 October 2023, NSW adopted NCC 2022, which requires all new residential buildings in Greater Sydney to achieve a minimum 7-Star NatHERS rating (up from 6 stars under the previous code). This is the most significant change to building energy performance requirements in NSW in a decade and has meaningful design implications:

  • Increased insulation: Ceiling insulation R4.0–R6.0 is now commonly specified (previously R3.5 was standard)
  • Reduced glazing or higher-performance glass: Large glass areas facing west require careful design to avoid overheating
  • Improved construction sealing: Draught sealing requirements are stricter under NCC 2022
  • Solar or heat pump hot water as near-mandatory: Gas-only hot water systems struggle to meet energy targets in many designs

These requirements add modest cost to a new build — typically $5,000–$15,000 in upgraded insulation, windows, and mechanical systems compared to a pre-2023 equivalent design. They also deliver meaningful reductions in utility bills over the life of the building.

BASIX for Swimming Pool Additions

Additions or construction of a swimming pool costing $5,000 or more require a separate BASIX certificate. Pool-specific assessments focus primarily on the water component (evaporation, backwash) and the energy component (pump efficiency). Common BASIX Myths

“BASIX is just a box to tick — any design will pass”

Not true. Designs that are heavily glazed to the west, lack adequate insulation, or propose gas-only hot water systems frequently fail BASIX assessments and must be revised. BASIX genuinely shapes design decisions, particularly on thermal comfort and energy. We’ve seen projects where the client wanted large west-facing windows — the BASIX assessment required either upgraded glazing specification or external shading solutions to meet the 7-star NatHERS target.

“I don’t need BASIX because I’m only renovating”

If your renovation cost is $50,000 or above, BASIX applies. This catches a wider range of projects than many homeowners realise — kitchen and bathroom renovations combined, extensions, and significant structural works all potentially trigger the requirement.

“BASIX commitments are optional once the permit is issued”

They are not. BASIX commitments are conditions of your development consent or CDC. Failing to install the specified solar system, insulation, or rainwater tank means your occupation certificate will not be issued — and you legally cannot occupy the dwelling.
